Job Description

Operational Technical Services (OTS) is one of the fastest growing private water and wastewater utility staffing providers in the country. We provide certified water treatment, distribution, wastewater treatment, collections, engineering, laboratory, water quality, maintenance, and training professionals to municipalities, special districts, and private utilities throughout the country. TITLE: Lead Water System Operator

SALARY: $37-43.50/hr

SCHEDULE: 8 Hour Shift; Monday to Friday

Position Overview:

The Lead Water System Operator will assist the Chief Plant Operator in overseeing the water distribution and collection system operations, with a focus on well systems and water quality compliance. This position will work closely with the Chief Operator to supervise field personnel, manage daily operational tasks, ensure regulatory compliance, and contribute to the smooth functioning of the water supply system.

Duties and Responsibilities:

  • Supervision & Support:
  • Assist in supervising field personnel in the operation, maintenance, and repair of water wells, pumps, pipelines, and related infrastructure.
  • Provide leadership to a team of operators, technicians, and laborers, ensuring tasks are completed efficiently and safely.
  • Coordinate daily operations, troubleshoot system issues, and ensure all activities comply with regulatory standards.

Operational Planning:

Help prioritize maintenance and repair tasks for water well systems, ensuring proper functionality and compliance with state regulations.

Coordinate with contractors and developers for well construction or repair, ensuring adherence to company standards and state regulations.

Support the implementation of water distribution and collection system improvements and upgrades.

Regulatory Compliance & Reporting:

Assist the Chief Operator in ensuring that all water systems meet or exceed the standards set by the California State Water Resources Control Board and other relevant agencies.

Participate in the completion of required reports and testing, ensuring the company is compliant with regulations, including water quality monitoring, well testing, and other key performance indicators.

Ensure proper documentation of operations and maintenance activities related to the well system, maintaining accurate records of inspections, repairs, and maintenance.

Customer Service & Communication:

Act as a liaison between the public, contractors, developers, and internal staff, addressing any questions, issues, or complaints related to well system operations.

Provide professional customer service, addressing inquiries and service requests related to water supply and system performance.

Safety & Training:

Assist in managing the safety program for water system operations, ensuring all personnel follow safety protocols during well operations and maintenance.

Provide training and mentorship to junior staff, ensuring all operators understand the importance of safety, regulatory compliance, and operational excellence.

Conduct safety audits and inspections to ensure safety procedures are followed and report incidents to the Chief Operator.

Assist with Budgeting & Inventory Management:

Help manage the budget for the Well Department, authorizing expenditures for materials, equipment, and supplies as approved by the Chief Operator.

Monitor inventory of supplies and equipment for the well systems, ensuring availability of necessary resources for maintenance and repairs.

Continuous Improvement:

Collaborate with the Chief Operator in the development and implementation of best practices for water well operations, ensuring efficient, cost-effective, and sustainable operations.

Provide input to the development of performance standards and participate in ongoing training for technical skills, safety procedures, and regulatory updates.

Other Duties:

Perform related duties as assigned by the Chief Plant Operator, including troubleshooting, emergency response, and system upgrades.

Requirements:

  • Certifications and Qualifications:
  • Current D-3 and T-2 water distribution certifications in good standing.
  • Valid California Driver’s License.
  • Strong knowledge of water well systems, including pumps, well casings, treatment processes, and water distribution systems.
  • Familiarity with California water quality standards, reporting requirements, and best practices for well systems.
  • Ability to interpret and implement regulations from the California Regional Water Quality Control Board and State Water Resources Control Board.

Experience:

Minimum of 3-5 years of experience in water system operations, with at least 2 years in a leadership or supervisory role.

Experience working with water well systems, including installation, maintenance, and troubleshooting.

Strong understanding of safety practices, including working with hazardous materials, confined spaces, and electrical systems.

Experience in customer service and handling public inquiries related to water system operations.

Physical Requirements:

Ability to see well enough to read, write, and make observations.

Ability to hear and communicate effectively with team members, contractors, and the public.

Ability to lift and move objects weighing up to 50 pounds and operate tools and equipment.

Ability to work in various environmental conditions, including fluctuating temperatures and wet or muddy conditions.

Work Environment:

  • Will work primarily in the field, overseeing operations at well sites and within the water distribution network.

PHYSICAL REQUIREMENTS:

  • Maintain the following physical abilities: see well enough to read, write and make observations;hear well enough to converse on the telephone and in person; be able to speak clearly; body mobility to walk, bend, stand, crouch; normal manual dexterity and eye-hand coordination; ability to lift and move objects weighing up to 50 pounds; operate a vehicle making frequent stops getting in and out of vehicles; use office equipment to write reports; tolerate extreme fluctuations in temperature while performing essential functions of the job.

MUST HAVES FOR ROLE:

  • Utility Pants: Employees must wear durable utility pants suitable for the work environment.
  • Safety Shoes: Steel-toed or other appropriate safety shoes are mandatory to protect against workplace hazards.
  • Candidates must consent to and pass a background check and drug screening as part of the hiring process.
  • Must be legally authorized to work in the United States.
